Facility Overview
The Jefferson North Assembly Plant (JNAP) opened in 1991 and remains one of Detroit’s largest automotive facilities. It produces the Jeep Grand Cherokee and Dodge Durango SUVs and sits between Jefferson Avenue and Conner Street on Detroit’s east side. JNAP borders dense residential neighborhoods and shares supplier routes with the newer Mack Assembly Plant one mile north.
The property is owned and operated by Stellantis N.V., formed in 2021 from the merger of Fiat Chrysler Automobiles and PSA Group. Its operations include paint booths, solvent storage tanks, and high-temperature ovens regulated under state and federal air permits.
Environmental Record
Between 2019 and 2024, the EGLE Air Quality Division issued six violation notices to JNAP for recordkeeping and emission-control deviations under its Title V permit. Infractions included failures to log VOC usage, opacity exceedances under Rule 336.1301, and late compliance submissions. EGLE assessed ≈ $25,000 in stipulated penalties.
